General Smirnov, who headed the Russian delegation to the 32nd meeting of the Counter-Terrorism Organization of the Shanghai Cooperation Organization (SCO) in Tashkent, capital of Uzbekistan, said that the security and intelligence agencies of all Shanghai countries monitored the transfer of militants to Afghanistan, specifically to its northern regions, across the Iranian and Turkish borders after the terrorists defeat in Syria.
Smirnov pointed out that among the militants moving to Afghanistan are many citizens of countries of the former Soviet Union, including Uzbekistan, Tajikistan and Turkmenistan.
